A blocked drain needs prompt attention, particularly when wastewater is backing up. Rushing into an order, however, can leave a resident facing a far larger bill than expected and pressure to pay. The first phone call can already reduce that vulnerability: contact the condominium representative or the insurer’s emergency assistance service.

Recurring abuse documented in police investigations
This deserves serious attention. In a statement dated July 13, 2026, the Pest County Police described an organized group that advertised drain-unblocking services online and then demanded disproportionate sums after the work; three people were questioned on suspicion of fraud and remanded in custody by a court. In October 2025, police in Debrecen had reported another investigation involving demands for many times the quoted price and intimidation of customers. These reports of investigations show a recurring pattern. [1] [2]
What is often called the “drain-unblocking mafia” exploits urgency, misleading price information and pressure after the work. Reputable tradespeople also benefit when customers can recognize these methods. A high bill alone does not determine the legal classification of an incident; the information provided beforehand, the agreement and the conduct involved all matter. [8]
I checked the professional claim against official sources
The immediate reason for this article was a public professional discussion in which someone said that anyone could offer drain-unblocking services because no qualification was required. I checked the consumer protection authority’s guidance against the relevant decree and a published Government Office decision. The authority classifies commercial cleaning and unblocking of a building’s drains under activity 432203, sewer and water-pipe installation, for which qualification requirements apply. [3] [4] [5]
The wording “not subject to a permit” can cause confusion. In the same paragraph, the cited decision states that the activity must be notified and may be carried out with the required qualification. A permit, notification and professional qualification are separate conditions. Annex 1, row 96 of the decree lists qualifications including water and drainage systems installer and accepted earlier qualifications in the field. [4] [5]
That should not be simplified into a claim that every person working for the business must hold the same certificate. A sole trader may meet the statutory requirement through a suitably qualified employee on an indefinite-term contract who personally participates in the activity; the decree requires professional supervision for non-independent work. The decision also distinguishes the separate 370001 sewer-cleaning category from work on a building’s drainage system. [4] [5] [6]
Make the condominium representative one of your first calls
A well-prepared condominium representative may be able to bring in a tradesperson whose workmanship and billing are already known from previous jobs. Familiarity with the building is a further advantage: the contractor may know the stacks and main drains, inspection openings, basement access and sections with a history of problems. That knowledge can help diagnose the fault and avoid unnecessary intervention.
Involving the representative also helps clarify responsibility and who should place the order. Not every blockage concerns common property, but the fact that a pipe is inside an apartment does not by itself make it the apartment owner’s exclusive property. The founding deed, the pipe’s function and the fault’s location need to be considered together. Section 43(1)(b) of Hungary’s Condominium Act includes measures necessary to maintain the building among the representative’s duties. [7]
Ask the insurer for help before commissioning work
If the apartment or building policy includes the relevant assistance cover, the insurer’s service may arrange a contractor. Call the number shown on the policy or the insurer’s official website. Ask what notification or prior authorization is required, what the service limit is, and whether there is an excess or any additional charge. Coordinate with the condominium representative where common pipework is involved. [3]
Do not accept an open-ended cost on the promise that “the insurer will pay.” The insurer decides coverage under the policy; a contractor’s assurance does not bind it. Arranging help through the insurer gives you an opportunity to clarify the ordering process and coverage beforehand. [3]
Clarify the full charging basis before work starts
An attractive starting price does not tell you the final total. Ask for written confirmation of the business’s identity, the work ordered, and the amount payable including VAT or the basis for calculating it. Under Hungary’s Consumer Protection Act, displayed service prices must include VAT and other mandatory charges. [9]
- What are the call-out and diagnostic charges if we decide not to commission the work?
- Is the charge fixed, hourly or per meter, and how will the billed quantity be substantiated?
- Are machinery, camera inspection, nighttime or weekend attendance, or necessary dismantling charged separately?
- What is the authorized spending limit, and what additional work requires prior approval?
If inspection reveals a need for different work, agree on its scope and price before proceeding. Withholding a material charge or pressuring someone into a payment decision may warrant consumer protection scrutiny: sections 6–8 of the Unfair Commercial Practices Act address misleading statements, significant omissions and aggressive methods. [8]
If the incident has already happened
Keep screenshots of the advertisement, messages, the order, work sheet, invoice and proof of payment; write down what was said and what happened in chronological order. Photographs of the fault and work, and the details of witnesses, may also matter. In a threatening situation, prioritize personal safety; call 112 if there is immediate danger.
Dispute the relevant items in a written complaint to the business and specify the resolution you seek. Under section 17/A(6) of the Consumer Protection Act, written consumer complaints generally require a substantive reply within thirty days of receipt. If direct attempts to resolve the matter fail, a consumer can apply to a conciliation body free of charge. Suspected deception or threats may also justify reporting the incident to police, without waiting for the complaint-response deadline. [9] [10]
Consumer protection authorities may investigate unlawful information and commercial practices, while an individual contractual repayment claim may require conciliation or court proceedings. Reporting a business to an authority does not automatically produce a refund. Inform the condominium representative about any fault affecting common pipework and what happened, even if you originally placed the order yourself. [11]
Prepare now for the next emergency
Residents should save the condominium’s fault-reporting or emergency contact and the insurer’s assistance number in their phones. Everyone should know whom to notify, who is authorized to commission work on common property, and how the fault, agreed charges and completed work will be recorded. Share this information with older relatives, people living alone and tenants as well.
As a condominium representative, I believe residents should know how to arrange help, access reliable professional support and clarify costs before an emergency occurs. Preventing a poorly considered order is usually easier than recovering money afterward.
